General Plan

The General Plan is a strategic and long term document identifying goals and polices that guides and directs the City in terms of implementing policies, programs and resources. The General Plan serves as a basis for decisions that affect all aspects of our daily lives such as mobility, economy, parks, neighborhoods, recreation and community facilities, downtown vitality, the environment, public health and safety, and education. The General Plan includes various components;

The City Council initiated the General Plan Update in 2014; the City held various focus meetings, speaker series, a week-long charrette, and community meetings to get community input and feedback. The General Plan, Housing Element Revision, EIR, Downtown Plan and Code were adopted by the City Council on December 20, 2016.

The City of West Covina is currently working on the Housing Element Update (6th Cycle).
