Sister City
The National League of Cities originally promoted sister-city partnerships after President Dwight D. Eisenhower proposed a people-to-people citizen diplomacy initiative. In 1967, the League of Cities formed Sister Cities International (SCI), a national membership association that links jurisdictions from the United States to communities worldwide.

A sister city relationship is a broad-based, long-term partnership between two communities in two countries. A city may have any number of sister cities, with community involvement ranging from a half dozen to hundreds of volunteers. In addition to volunteers, sister city organizations may include representatives from nonprofits, municipal governments, the private sector, and other civic organizations. Sister city relationships offer the flexibility to form beneficial connections between communities that address the issues that are most relevant for partners.
Each sister city organization is independent and pursues the activities and thematic areas that are important to them and their community. This includes municipal activities, business, trade, and educational and cultural exchanges with sister cities. Sister city organizations promote peace through people-to-people relationships-with program offerings varying greatly from basic cultural exchange programs to shared research and development projects between cities.

Beijing Fengtai, China
On November 9, 2017, Mayor Bai Li Zhong of Beijing Fengtai visits West Covina to sign Sister City Doctrine recognizing Beijing Fengtai, China, as a Sister City.

Ohtawara, Japan
On November 3, 2004, a delegation from West Covina, representing the City of West Covina and the East San Gabriel Valley Japanese Community Center, located in West Covina, attended a signing ceremony to establish the sister city relationship between the City of West Covina and the Town of Kurobane, Japan.

Tainan, Taiwan
In 2024, a West Covina delegation led by Mayor Tony Wu and Councilwoman Rosario Diaz traveled to Tainan, Taiwan to celebrate Tainan's 400 years of cityhood and to show support for West Covina's Sister City since 2020.
