Urban Lot Splits (ULS) & Urban Dwelling Unit (UDU)
On December 7, 2021, the City Council Adopted Urgency Ordinance Number 2493 relating to the implementation of Senate Bill 9 for the creation of urban lot splits and two residential units per lot.
- ULS/UDUs are only allowed on Single Family Residential (R-1) zoned lots / properties. Verify zoning with the ArcGIS Map.
- Applications for ULS/ADU will not be accepted until after January 3, 2022.
- The city has 30 days to review a project from the initial official submittal. At 30 days the applicant will receive an Incomplete (Correction) Letter or an Approval Letter.
- Receiving an approval letter is not a permit for construction or subdivision. The approval letter allows the applicant to submit to Building and/or Engineering for plan check.
- If any of the items listed on the application are not provided or the application is not notarized by the property owner, the Planning Division will not accept the application.
- Residents of the ULS / UDU projects will not qualify to receive street parking permits if street parking permits are currently required to park on the street, or if street parking permits will be required in the future.
- Only UDUs could be constructed on an ULS subdivision. Existing structures may be retained. Existing ADUs/JADUs are counted as units. If the existing single-family residence is retained as part of the ULS and does not comply with the UDU standards, the required garage serving the existing single-family residence shall be preserved and/or replaced.
- Each lot can not have more than two units.
