Environmental Services

The Environmental Services promotes the waste reduction, reuse, and recycling through programs such as Earth Day/Arbor Day, America Recycles Day, Beverage Container Recycling/Litter Reduction events, bimonthly Electronic Waste Collections, "Sharps" Container Collection, and Annual Household Hazardous Waste Roundups. It also provides assistance to residents and businesses regarding waste collection and the Low-Income Senior Citizen Discount Program (PDF). Continued to comply with the State Water Resources Control Board requirements to monitor and manage the Sewer System Management Plan (SSMP) and Sanitary Sewer Overflow program. Our partners for these programs are as follows:

  • CalRecycle Services (also known as CleanLA) provides West Covina residents with programs to assist with waste reduction, reuse, and recycling events such as Christmas tree recycling, Earth Day, America Recycles Day, beverage container recycling/litter reduction, used oil/oil filter recycling, and household hazardous waste and electronic waste roundups. for more information on recycling services please visit CleanLA website.
  • Athens Services provides West Covina residents not only with normal household trash removal services, they also provide various other services to include, bulky-item pickup, move-in/move-out services, summer clean-up events, compost events and more.   • Southern California Edison provides West Covina residents and business with electrical services and energy efficiency services. For more information please visit the Southern California Edison website.
  • Southern California Gas provides West Covina residents and businesses with not only gas services, but various programs for residents and businesses alike. For more information please visit the Southern California Gas website.

Athens Services Low Income Senior Waste Collection Discount

The City of West Covina and Athens Services offer a 25% reduction in waste collection fees. Offer applies to West Covina LOW-INCOME Seniors 62 years or older residing in single-family homes. Based on household size, the maximum allowable gross household income ranges from $84,850 to $159,950.

Electronic Waste

Electronics recycling, also known as e-waste recycling, is the process of collecting, dismantling, and disposing of unwanted electronics in a safe, responsible manner. West Covina partners with Full Circle Electronics to aid in sustainability efforts by conserving natural resources as well as reducing air pollution, water pollution and landfill overflow by helping to keep electronics out of landfills.

The City Maintenance Yard will be hosting electric waste recycling on Saturday, February 21, April 4, June 6, August 1, October 10, and December 19, 2026. 9am to 1pm.

Full Circle Electronics provides recycling services for a wide variety of electronic assets including, but not limited to, the following:

Paper Shredding

Got paper? Residents can bring up to 4 boxes (11X11 inches) of documents to be shredded. Shredding is completed on the spot. Open to West Covina residents only with a valid ID. Strictly a drive-thru event. 9am to 12pm or until truck is full.
